I just typed up something SOOO smart and now it's poof gone.
Well basically I was saying:
Don't know much about the system as it is but if it's like most I've known of, there's probably a lack of communication / deliberation / empowered community involvement where implementation is taking place.
Ie drawing on existing or convening diverse networks of people in a geographical area to come up with creative solutions that involve everyone and offer a multitude of ways for different kinds of people to get involved and have an impact.
Besides introducing fresh ideas with local relevance this can also carry that special power of plans rooted in the gut choice of people who are acting out of caring, not position or formal responsibility, or training or pay. These people need to be involved too but not running the show.
